You have the "downward arrow" button checked at the bottom of the annotations
sidebar panel that says "Only show annotations for the current page".

As you can see on https://bugsfiles.kde.org/attachment.cgi?id=142054 the
current page is page 9, so no annotations for page 10 are shown.
