Show me a single PDF file with bookmarks in it. PDF doesn't support bookmarks
because it makes no sense.

A bookmark is an external pointer to a place in the file. I.e. you open Okular
without any file and you can look at your bookmarks to see which file to open,
they have inherently be outside the file.

Or maybe you are just using the wrong terminology and mean annotations and not
bookmarks.

In that case annotations are stored inside the file and thus you can send them
to whoever you want (unless you're using ancient Okular).
