This is probably just a question of terminology. We don’t consider Okular to be
an “editor”, because it can not modify the document contents. Instead, we
consider it to be a “viewer”, which includes different view settings like
“zoom”, which is maybe what you called “scaling mode”.

The “Steps to reproduce” section is helpful in such cases. I interpret your
problem as follows (without any “editing” involved):

STEPS TO REPRODUCE
1. Open the attached PDF document in Okular. Note that there is no margin
between the page edges and the contents.
2. Open the print dialog (File -> Print), and select one of the mentioned
printers.
3. In the print dialog, choose scale mode “Fit to printable area”
4. Print

OBSERVED RESULTS
The document is print in its original size, so the contents are partially
outside the printable area, and thus cut off.

Is this correct?
