I don’t know, but you will probably not be able to configure it. It will
probably depend on the style you use (Aero or Classic).

Sounds like you expect that smooth scroll transitions (mouse wheel step / arrow
key) and smooth scroll transitions (clicking a navigation link) will use the
same code soon.
