Same issue on Okular 1.9.3. OS: Arch Linux.

1. Can you describe the problem and bug in more detail?
Notifications, messages (or whatever they are called) keep showing even when
the option to show them is disabled.

When trying to open a PDF which has either forms or a signal signature,
disabling the "General Options > Show hints and info messages" won't disable
the notifications.

These notifications show when A. Opening the PDF, and B) When saving the
document (if the user had closed the notifications beforehand).
In special B. is *very* annoying.

2. How can we replicate the issue? 
   A.
   A.1. Open Okular;
   A.2. Open settings;
   A.3. Disable "Show hints and info messages";
   A.4. Click OK;
   A.5. Open a PDF file with either forms or digital signature.

   B. 
   B.1. Open Okular;
   B.2. Open settings;
   B.3. Disable "Show hints and info messages";
   B.4. Click OK;
   B.5. Open a PDF file with either forms or digital signature;
   B.6. Close notifications;
   B.7. Open review;
   B.8. Make an highlight or annotation, etc;
   B.9. Save the file.

3. Expected behavior (i.e. solution)
If option "Show hints and info messages", then do not show any notification.

4. Other comments
Although notifications for forms or signatures won't be disabled, notifications
for embedded fire are disabled after disabling the option.

This doesn't help. The option "Show hints and info messages" induces the user
to an unexpected behavior. With a name like this, it was either not carefully
chosen or the software isn't doing what it is supposed to do.

Besides, the handbook hasn't any documentation on what these notifications are
called. I suppose something else. But, IMO, to enhance usability, they should
just be the same. It just says "Whether to show some informative messages on
startup, file load, etc."
