SUMMARY

It would be very convenient if one could use the mouse wheel to scroll while
dragging an item in a long list.
Placing it near the top or the bottom works though, but it is not very accurate
and comfortable.


STEPS TO REPRODUCE
1. Configure Toolbars
2. Drag an toolbar item
3. Try to scroll via the mouse wheel

OBSERVED RESULT

Nothing happens


EXPECTED RESULT

List scrolls.
