SUMMARY

This bug report builds on bug 423712 and more specifically on Hanna's comment
here:

As a teacher, I have switched to a virtual/distance learning environment and
thus I need a tool for my students to view and annotate PDF files. Okular fits
the bill perfectly and moreover is an opportunity to introduce them to KDE
software.

Most if not all of them use MS Windows in their PC desktops. Having Okular
available in the MS Store is a tremendous help.

However, many of them are not very familiar with using a computer. When I
suggested them to install Okular via a MS Store link, many of them got prompted
to update their security credentials and they promplty complied triggering a
security credential update. But then, thanks to a "wise" (?) policy from
Microsoft, got prevented from installing any Store app.

This has the undesirable effect that most of my students cannot install Okular
now, and they have to wait for 30 days. But they have a pressing need for a PDF
annotation tool.

Therefore, I request that you could offer an alternate standalone MS installer
for Okular which does not rely on the Store.

I personally prefer using the Store, since this handles updates in a smooth
way,  but sadly some of their policies are detrimental to its usability.

I know that Okular offers Windows installers for daily builds, but this applies
to unstable software. What I would like is to have *stable* Okular releases
available in standalone Windows installer format.

Thanks again for offering Okular for Windows. It's a really excellent tool.
