SUMMARY
Attempting to launch "Help" from the button in the Settings Dialog launches a
browser tab to a 404 Error

STEPS TO REPRODUCE
1. Navigate to Menu->Settings"->"Configure Ocular" Dialog 
2. Select the Help Button at the bottom right of the dialog window.

OBSERVED RESULT
A new web page is opened, quickly resolving to:
"https://docs.kde.org/stable5/en/kdegraphics/okular//okular/configure.html"
which results in a 404 Error

EXPECTED RESULT
Web page should display, which would show documentation about the Configure
Ocular settings dialog.
