You must be using the Synaptics driver. With this older driver, inertial
scrolling can be provided by the driver itself sending scroll events with some
falloff. When using the successor Libinput driver (which seems to be installed
by default in most distros these days), inertial scrolling is not a driver
feature and must be handled by the toolkit or application.
