Thanks for your fast answer.

I am using the kde-arc theme.

When I try the Breeze theme, it is worse, click drag gets okular to enter
window drag mode.

By configuring the breeze application style drag mode from "Drag windows from
all empty area" to "Drag windows from title bar only" the same behavior happens
as in the kde-arc theme.

I also tested with different Windows border size. 
Nothing, I cannot select the scrollbar.
