<br /><p style="margin-top:0;margin-bottom:0;margin-left:0;margin-right:0;">I don't remember exactly when the External tools plugin was (re)added. It could be that the Ubuntu 18.04 version of Kate does not have that plugin. Updating to Ubuntu 20.04 should give you that plugin.</p>
