I tried again, and it works partly but it's really slow and I'm getting lots of 
timeouts. For example, sometimes I get the frameset but the three 
frames contain only error messages saying that the request timed out. 

I checked the HTTP headers and they say 
Keep-alive: timeout=15 [...]
which corresponds to what I'm seeing.  If a page takes longer than that 
I get an error.  Are you getting the pages immediately? 

Might be a network problem, but I can browse other sites just ok. 
Ping doesn't report any packet loss either...
