Did you do this immediately after logging in? That's when I see the failure.

And how many times did you do this following a log on?

It seems to be intermittent. One way that seems to guarantee the problem (I
tried a few times, and they all failed) was to fill the screen with another
window first. 

[It isn't just that the kwallet window then appears behind the window I've put
on the screen; I can remove that window and there's no kwallet behind it; and
also there's no kwallet task in the panel. The presence of a window seems to
guarantee that the kwallet window will be inhibited. Without that additional
window there first, the failure occurs only sometimes.]
