SUMMARY
Ctrl+tab (ctrl+shift+tab to ) navigate to the next tab. However, if the tabs
were reordered, it opens in the original order, disregarding the new tab order.

STEPS TO REPRODUCE
1. open at least 3 tabs
2. drag tab #3 to the middle
3. Ctrl+tab to check the behavior

OBSERVED RESULT
goes to the tab originally next/previous to the current tab

EXPECTED RESULT
goes to the current next/previous tab
