I can still see the horizontal lines. Is my configuration not sufficiently up
to date?

Konsole 22.12.3
Plasma: 5.27.4
Qt: 5.15.8
Wayland

I also tried Konsole master with the same result.

This issue is pretty frequent with fractional scaling, so I took 5 minutes to
apply a quick patch:
https://invent.kde.org/lcarlon/konsole/-/commit/eb11d4fd92996f92d9b37e997f74ec7ac08c25fa.
I'm unable to reproduce the issue with it so far. That is clearly not fixing
the bug, it is fixing the result though.

Please note that, even with my patch, I could reproduce a slight issue with
underlined font. I had a look and, from what I understand, that may have a
different cause.
