Backporting URL regex to release/22.04

The problem is that it's a lot of changes, these are the commit SHA1s in order:

I cherry-picked them locally on top of the release/22.04 branch, they applied cleanly (note that 
they're a lot of commits, but the total sum of changes is just one regex in one source file, but it 
was broken into atomic commits to make the git log more useful when debugging in the future).

So it can be done and catch the 22.04.3 minor release (4-7-2022, day always first). There is a 
slight risk of introducing regressions, but those changes have been in master for a while, and they 
seems OK.
