libkonsoleapp soversion

libkonsoleapp was added recently using the release service major version as
soversion

ecm_setup_version(${RELEASE_SERVICE_VERSION} VARIABLE_PREFIX KONSOLEPRIVATE

The same applies to libkonsolepriate

This gives is an soversion of 21 after the year.  soversions should be
updated when there is an ABI change, this might be every release or it
might be done manually when a known break happens.  But setting it to
update once a year doesn't fit with either the release cycle or manual ABI
breaks.  Please set a manual version for this soversion as this just makes
packaging faff without helping developers and packagers keep ABI stability.
