After my Fedora system update, this bug auto fixed. Even first-time start
Kconsole, it does use the "Breeze Light" cursor icon/theme now.

Currently my KDE component versions:

KDE Plasma Version: 5.22.4
KDE Frameworks Version: 5.85.0
