Currently, Konsole 20.08.1 has a switch for a tab bar with the following
options:

Show:
 (*) When needed
 ( ) Always
 ( ) Never

However, it still does not have an option to hide the tab bar in fullscreen
mode only, nor does it handle mouse near border of the screen.
