Some updates: I realised that by default Konsole displays an "Are you sure"
dialogue when there are multiple tabs open instead of quietly closing it. This
can be disabled by the user. So what we can do now is:

1. Mark this bug as "WONTFIX" because konsole already can warn on multiple
tabs.

2. If the "close multiple tabs silently" option was enabled, then refuse to
close the window if there is more than one tab with an active program (display
a dialogue).

Am I missing something?
