This is how it presently works, but like anything else it may change pending feedback from testers.

No, the built-in URL recognition has a very important advantage - the URL gets underlined when you mouse over it.  This makes the feature much more discoverable.  I didn't know anything about Klipper's URL opening feature until I came across this bug report.
