It's no bug, it's feature called flow control.
Press Ctrl-Q to "unlock" or disable it with stty.

When working with emacs and  konsole, it sometimes
happens that I try to save my work with C-x C-s. If
the focus happens to be accidentally on konsole
however, konsole locks. The bug is completely
reproducible.
