Perhaps we should disable this completely? It's also annoying if you switch
to another window and then think that ScrollLock is turned on. I tried to
let TEWidget save ScrollLock state when gaining focus (works only with XTest
extension) and restoring it when loosing it but it messed up sooner or later.
