Krita split-deps project proposal and discussion

Hi, all!

I have made a detailed tutorial on how to port a dependency to the new
system:

If someone wants to play with the new system, at the end of the document
there is a list of simple dependencies that one can play with :)

It might also be nice to play with the new system on MacOS, Android and
Windows+MSVC-compiler. I don't have environments for these builds, so I
cannot test them. There is already a known issue for ext_boost on MSVC and
Android, it need a proper environment for fixing.
