Siox tool

Hello,

I just commited a port of the siox tool from gimp / inkscape to krita. It is 
mainly based on inkscapes code, but uses some algorithms from gimp. 
Unfortunately it is not finished yet. But I go on holiday tomorrow and I 
wanted to commit it before I leave.

Once it is finished it should work the same way as the gimp's siox tool. You 
first create a selection around the foreground object. Next you mark the 
foreground object with a brush and the siox algorithm recalculates the 
selection.

So far, you can create a selection and I ported the siox algorithm. However, 
you cannot mark the foreground object with a brush for now and so I wasn't 
able to test the siox algorithm. I am quite sure there are still some bugs 
left...

I have to admit I wasn't really motivated to work on it lately because I still 
felt quite burned out from my thesis and I had to write lots of applications 
for a job and I had to go to many job interviews (and I hate doing this). And 
the hot summer which we have in Germany for more then two months now also 
does not exactly motivate me to spend lots of time with coding. 

I will continue to work on it when I am back from holiday, but I start working 
begining of August and I don't know how much time I will have to work on it. 
So if someone wants to pick it up and finish the missing parts, I would be 
more then happy:-)
