New import/export framework

Unless someone can show me a real pressing need for an image format that's not 
supported by ImageMagick or real bugs that hurt us now with the import/export 
code I don't think I want any of that code touched right now. 

And if we're going to redo the import/export things, we replace ImageMagick 
with the kimgio framework for import/export and not reinvent anything 
ourselves.
