The bug is a bit older, but I think it was actually that:

The only reason would be that we assume that a user clicked the second time by accident and tries to not open the folder by moving the mouse while keeping the mouse button pressed down. However, this is somewhat unlikely, and there is also not much harm done by activating an item.

Because that is the only way to undo the double-click, and I think other
desktops do it as well. It may also have been an issue about focus/where the
click goes when the application pops up while the cursor is still interacting
with the previous window.
