We already have the option to not ask when opening an executable file in
dolphin - configure - interface - confirmations.

As for the first question on what do you wish to do with this file, there is a
checkbox that says do not ask again. If you check that it won't ask you again.
We do need both settings because users might want to open an executable file
instead of running it when double clicking.
