I disagree, the option right click -> Create New-> Folder  has the indication
of F10 next to it (I cannot make a screenshot of that), and that dialog, as you
pointed before, makes a new folder under the selected folder. Then hitting F10
after selecting any folder should make a new folder under the first and not
under the parent.
Also I think that is more logical (F10 folder under the folder currently
selected and not under the parent), shortcuts exist to save time.
