Files cannot keep up with the mouse while dragging on the desktop or in

STEPS TO REPRODUCE
1. Open Dolphin or Desktop.
2. Attempt to drag files.

OBSERVED RESULT
Files cannot keep up with the mouse.

EXPECTED RESULT
The files keep up with the mouse.
