Can confirm, Ctrl + Scroll does funky things in Dolphin. For me, it appears
that it only zooms one way, no matter if you scroll up or down on the mouse
wheel. I'll try the pressing ctrl twice trick. 

I have multiple panels open in Dolphin, and like Icon View with splits, and I
zoom in and out often, and so this bug is a little annoying.
