On Manjaro, it seems the cursor problem inside portal open/save dialogs comes
from the file "/usr/share/icons/default/index.theme"
it contains:
[icon theme]
Inherits=xcursor-breeze

after changing it to:
[icon theme]
Inherits=breeze_cursors

After rebooting, it seems the problem is gone.
