Got a similar issue on Fedora after the latest updates of plasma and qt.

GTK_USE_PORTAL=1 lost its effect and chrome and other applications would use
xdg-desktop-portal-gtk instead.

After putting XDG_CURRENT_DESKTOP=KDE into /etc/environment it chooses the kde
portal again.
However, it ignores scaling.

I'm on xorg,
qt5-qtbase.x86_64  5.15.6-1.fc36
xdg-desktop-portal-kde.x86_64  5.25.5-1.fc36
