dialog window disappears behind main window

Seen in the screencast: 
1. The file transfer dialog opens behind the main window and is not visible at
first
2. The dialog is manually raised by activating it in the task switcher
3. The cursor is moved into the main window, the main window gets raised and
the dialog window disappears behind the main window again
