Could you please try: 
  System Settings - Shortcuts - Shortcuts - Common Actions - File - Create
Folder == F10

Set your desired shortcut. 
This works for me in e.g. Kate (System wide KDE shortcuts
BUT not for Gtk based Apps like Firefox an Chrome.

Maybe someone could help here out?
