new webarchiver: please review

I have finally come around to port my webarchiver 
(http://www.kde-apps.org/content/show.php?content=32549)
to KDE4 head.

I needed to add two methods to KHTML to get the base URL and charset. 
Please take a look at the attached kdelibs patch.
