AFAIK vim emulation is a part of kate, so you can search for it in the editor settings(not kdevelop settings), I can't remember right now where it was(I'm at work and I don't have access to a linux machine). I always use the shortcut Meta+Ctrl+V, you can search for 'vim' in keyboard shortcuts settings.<br>
