I uploaded a new CTags frontend kdevelop plugin.

I know kdevelop already have a CTags frontend part.
<br>
But it is not convenient to use.
<br>
And it uses line-number-based method, so if the
<br>
line number is changed, it doen't work correctly.
<br>
<br>
I used pattern-based method. And support very
<br>
powerful tag searching dialog.
<br>
Whereever we are in the source code,
<br>
we can move to the desired location, just typing
<br>
a few word.
<br>
( The dialog box supports autocompletion, against
<br>
all the available tag item )
<br>
And we can come back to previous position, like
<br>
a back button in the web broswer.
<br>
<br>
The more detailed thing is in the INSTALL README file.
<br>
I made it compiled outside a kdevelop source tree.
<br>
<br>
I strongly want that this new plugin can be added
<br>
as a part of kdevelop3.
<br>
Or at least, I want that other people can use this.
<br>
Of course, I'll improve this also.
