As an end user, I'd be willing to test a preview of 4.0.1.  However I 
haven't looked into building KDevelop from source, I'm using Fedora 13 in 
case that matters.

Would it be reasonable to ask for binary packages for popular distros?  
Perhaps OBS might help building these (not that I've used it myself).  I 
remember Amilcar using OBS during KDevelop3 days.
