You got me curious, so I did some grepping. (There doesn't appear to be any 
documentation for astyle, apart from the code..)

The first option has the following comment in the code:
" * set the maximum indentation between two lines in a multi-line statement."

The second option:
" * set the minimum indentation between two lines in a multi-line condition."
with a special case, where not specifying a value here gives it a value of 
"twice the current indentation length"
