new installations of Gpg4win store the user's certificates in a database (using a component called keyboxd) instead of in a simple file. For details see the second point in the release notes of Gpg4win Version 4.2.0 at <a href="https://gpg4win.org/change-history.html">https://gpg4win.org/change-history.html</a><br>

Next to kleopatra.exe you should find two batch files:<br>
gpg-enable-keyboxd.bat<br>
gpg-disable-keyboxd.bat<br>

The first batch file migrates all certificates from the file to the database and enables the use of the database. Running this batch file should fix the problem.<br>
<br>
If this doesn't help then delete the file %APPDATA%\GnuPG\common.conf (which should just contain the line "use-keyboxd" and some comments). This will disable the use of the database so that GnuPG and Kleopatra use the files that you transferred from the old system.<br>
