The automatic migration at login seem to have failed for me, but it worked 
when manually invoked.

What I did was:

1) Stop the wallet service

qdbus org.kde.kwalletd5 /MainApplication 
org.qtproject.Qt.QCoreApplication.quit

2) Remove the empty wallet files from
~/.local/share/kwalletd
and
~/.config/kwalletrc

3) start the wallet service again

qdbus org.kde.kwalletd5

This triggered the same popup I had gotten at startup but now it worked.
My guess is that at startup it failed because it was simultaniously accessed 
by the networkmanager applet to retrieve the WLAN password.

I also had to add

[Migration]
alreadyMigrated=true

to ~/.config/kwalletrc afterwards.
