According to [1], Evolution also supports VJournal entries, so I attempted this
in GNU Evolution using a CalDAV web calendar (fastmail) to see if it was a
client issue with my Kontact install (also listed as supporting VJournal in
that entry), but GNU Evolution cannot do it either, as if you go to Calendar
view, select a date, right click to attempt to create a VJOURNAL or Journal
Entry option, there is no such UI element. There is a decade+ old patch note
[2] for Evolution to support vjournal on the backend, but I cannot locate
another way one should officially be able to do this in the Evolution UI. 

Semi-off topic, but just confirming that as of now, Kontact is not missing a
feature Evolution supports. Both clients equally don't support creation of
vjournal entries on a caldav backend :P
