What Region do you have set?  

Make sure the time format is set to United States (en_us).  My region is set
for Canada, and the problem comes up, but if i set the time format to US, it
works.

I think some of the language/region files are not configured right.  Canada and
US has the same time format and zones, but yet it has issues with the Canadian
time setting.
