I've just experienced this behaviour when archiving a mail folder on KDE 4.9,
Arch Linux.

Steps to reproduce:
Right click a folder, "Archive folder".
Click OK. (My settings defaulted to .tar.bz2)

The resulting archive has a correct timestamp, but all of its contents have max
unix time, modified by my timezone.
