Starting with KMail from the KDE 4.2 release, you  now have the options:
always show tooltips; never show tooltips; only show tooltips with the folder
name is obscured.

This configuration option can be found in the context menu of the Folder column
header.  You will not find it in the KMail->Settings configuration dialog.

So closing this.
