This brings up an obvious question:

Presumably this is mainly an issue for those who correspond with Outlook users. Does Outlook even use compliant HTML ?
Internet Explorer doesn't conform to neither W3C standards nor javascript... does Outlook ?
Even if Kmail was fully HTML compliant, would Outlook emails work correctly ?
(I doubt it, even if you ignore the embedded Office Docoument BS)

We could end up with a fully HTML compliant kmail that still won't be able to play with standards trashing MS apps.

2 CENTS: We use kmail exclusively at our company, and I don't see non-HTML an issue.
HTML email is a security risk, therefore our IT department, with mgmt support, refuses to use it.
We use plain text. IF we need complex formatting, we send PDFs, via OpenOffice's 'Email via PDF' functionality.
PDF far exceeds the "quality" of any HTML email and is easily read on every OS platform.

None of our suppliers or customers, small or extremely large have complained.
In fact, some have said they now prefer PDF attachments.

This IMO is more "i don't like to think or change" on the part of other email users
If IT decisions in more companies were actually made by IT staff, HTML email would be gone.
