KMail bug?

I think that my problem may be a bug, but I'm checking here in case it's a 
pebcak :-)

Fedora 9 + KDE 4.  gpg is now working - mostly.  I can sign messages, and I 
can decrypt messages.  However, I can't encrypt them.  kgpg clearly shows 
that my key is ultimately trusted, yet when I try to sign a message I'm told 
that there is no trusted key that can be used.
