I also have Fedora's 4.1.3, and was interested in increasing screen space, so 
I can confirm that it does indeed work.  After I had made the changes I 
documented it at 
http://userbase.kde.org/General_KDE_Problems#You_have_a_small_screen_and_need_to_maximise_real_estate

I opted to use the Laptop theme which automatically selects the smaller icon 
size, but it's all there, in the same place.  I didn't test many theme, so I 
couldn't say whether it works in every theme.
