Flash when windows in other desktops demand attention?

KPager is the kicker applet that displays all your desktops.

That approach seems sane enough for the taskbar, but I'm not sure which 
package has the taskbar in it.  Probably kdebase.

For the Window List button, I suppose you could flash the whole button but, 
there's no tabs to show/flash/move until you've clicked it.
